TheWoWDBI had issues because Deepholm was phased out for me. If you haven't done Undying Twilight and cannot find the flame; finish those up. After The Binding you'll get a quest from Therazane within the Temple. Go out, meet her, turn it in... then after you return, the Temple of Earth will be normal again and you can Honor the Flame. :D

I want to add, for anyone who had this similar problem, that I'm a Loremaster, and yet I still couldn't see the flame or portals for some reason. The pilar was broken and there was fighting going on. I couldn't find any solution after an hour of searching online and I thought I'd already finished all the quests. I also couldn't find an NPC that would change the scene back to another time, like they have in some places that have been destroyed. I flew around, hoping for any quest, and found one that I'm pretty sure I already completed, that the Stonemother offers in the spot of the map that says Therazane's Throne. I had to do about five more easy quests before the pilar was repaired, and two more before the flame guy appeared in the Temple of Earth. So if anyone is stuck in the phase that I was, the Stonemother offers the quest again to turn everything back to normal if you leave during the battle and don't come back for two years.
