Investigate the Broken Shore is a quest for level 45.
All of us know the price we paid the last time we set foot upon the Broken Shore.
<Kor'vas turns her eyes to the ground.>
I recommend dispatching a scouting team to investigate the Legion's strength. We need to know what we're facing in that accursed place.

I sent Kor'vas Bloodthorn on the mission and after I completed it, she was not around for me to turn this quest in to. I had to leave the class hall and return to have her spawn.
Posting this here in case someone else has a hard time finding her. Just leave the class hall and return! :)
The Mage, Shaman, Rogue, Demon Hunter, and Warlock versions of this quest all imply that you're talking to [npc=100635], the NPC in the Warrior class hall who gives this quest. They should (hopefully) be hotfixed soon to reference [npc=108515], [npc=96746], [npc=101513], [npc=103761], and [npc=106199] respectively.
Thank you. This is exactly what happened to me. Zoned out of the class hall after completing the mission, went back in, and there she was waiting for me to hand it in
