If you are just doing the Class Hall campaign for the mount and get to this step, you need to go inside Violet Citadel, speak to Khadgar, accept and turn the quest https://www.wowhead.com/quest=43341/uniting-the-isles and then you can accept the quest that dasbaum said to do.
