I have the quest, At the Bottom of the Sea but can't get Admiral Tattersail to take me to the middle of the ocean. There isn't a way to see if I am in the middle of the quest chain either. How do I continue the Ready for War chain?

Description
Our tidesage, Thomas Zelling, claims to have found the wreckage of Marshal Valentine's ship. Took him long enough. Marshal Valentine's body is the final piece of our plan, and it lies within that shipwreck. When you're ready, let us depart for his resting place.
