It looks like you are required to complete this questchain to be able to enter [zone=9354] mythic only dungeon as a horde.
On beta everyone can enter, but this quest reward hints that it will be gated.

Upon further research, this is now a warbound, once-per-account quest and I'd already completed on another toon.
