This quest is tied into examining the corpse at 56.3, 54.6. If you skip him and just go to the Captain's of each ship you will end up having to wait for the timed trigger to catch you which can take several minutes.
After you finish Checking Dog Tags and move on to the first boat for The Sunken Graveyard, he'll be the first corpse you should see when you arrive at the ship wreck. This quest was really annoying me as I'm running my alts through far enough to get Lillian Voss and I made it a mission to find the actual trigger event.
Still bugged, if you can't find where to turn the quest in (even after clicking for details) try /reload ui and then click on the quest for details again. It let me turn it in.
