I think this is exclusive with the Zangarra Bonus objective, depending on which outpost you choose. I have the artillery tower on several toons, and was able to do the zangarra objective on all of them but not this one.
Cant seem to be able to start it or even prompt the bonus iten icon onthe map waiting to server to go more stable to check it out
