Found out I cannot find [npc=79573] in my outpost, aliance side, nor in horde side. After asking player with As the Smoke Rises to share it with me, the player said "You are not eligable" meaning As the Smoke Rises is not marked as finished for me, rather than I am missing quests on the way. after finishing "Establishing your Outpost", i.e Due Cause to Celebrate(A) / Due Cause to Celebrate(H), [npc=79573] have appeared. YAY :)

Remember, do not pick quest down the chain, i.e. Pyrophobia, They Came From Above, Burning Sky

Description

Aruuna burns. The arakkoa swooped down from their spires and are turning everything to ash. Draenei, talbuk, even orc; they care not for allegiances. They merely want to watch the world burn. I barely escaped with my life, but my best friend, Barum, stayed behind to find his daughter. The others all say you are a great champion. Please, I beg of you, go to Aruuna and find them.
