In case anyone else runs into the Violet Citadel and begins scratching their head, like I did, Luxurious Getaway! starts with [npc=30490] who is found in Dalaran's Sewers, near Cantrips & Crows.
For the record, despite this following the model of the classic intro quest, this is still available, even after completing the quests it leads to. I've got [The Summit of Storm Peaks], but am still able to accept and turn in this quest.
