this is a FLYING world quest. the pink balls you need are up in the air. you fly through like 10 of them to fill the bar. then you fly around to the 3 pink base type things and the extra action button will become usable. use it at each of the 3 locations to complete the quest credit.
It's hard to understand why Blizz likes to revert back to long ago, when the quests were confusing and there was nothing in game to give an indication of what to do. Without coming here to WoWhead I would have been wandering the snowy plains for 40 years.
