If using the Meditate action button doesn't complete the quest try logging out, restarting game client, and logging back in. The quest wouldn't complete after I meditated the first time but after doing that the quest completed.
And btw as Mormodes noted, the quest spot is the small pool of water near the entrance portal into the Queen's Conservatory at 64, 40.
