The quest sends you through a portal to Durotar, through a solo scenario The Splintered Fleet, and then on to Stormheim.Once in Stormheim, you must complete:
The Windrunner's Fate and Wrath of the Blightcaller
then A Grim Trophy.
Other side quests are optional and NOT required to get the toy.This opens Eyes in the Overlook which leads to Masters of Disguise that rewards [item=129093].

Spymaster Illandris (disguised as a boomkin-looking beast) is at around 34.5 33, on a little path that shoots off to the left of the main path up the mountain.
Spymaster Shwayder is further up the main path at around 34.5 37.5. You'll have to follow a corkscrew pattern up the main path to get to where he is, but not too hard. He is not disguised.
Turn in quest to the Forsaken Bat-Rider at around 36.5 36.5.
