The location of this quest is confusing. I was running around inside Thornhill Manor (Redelav Tower) looking for this party.
You need to exit thru the mirror and a short trip around the corner and take the elevator up to the Eternal Terrace.
This is where the party attendees are at that you need to question.

Thanks very much for this! Another example of a quest that I would not have completed without an external resource in Shadowlands xpac (and I would not consider myself a clot!). Why place NPC's within the area marked that can be spoken to when you need to go somewhere completely different? Just adding more confusion!

Description

Once the party begins, I will be occupied with a plethora of nobles that wish to cling to my side. This is why I need you to mingle. Speak with the attendees and see if you can determine which house is conspiring against me. Be warned, invited guest or not, these aristocrats can smell an outsider. You won't receive a warm welcome from everyone.
