If you are doing the quest in a party, be sure to pick up all 4 letters: as soon as one party member has all 4 letters, the quest will show up as completed but only the one who has the 4 letters will be able to hand it in. Had to abandon and retake the quest in darkhaven to get all 4 letters, and then I was able to turn it in.

This quest takes place where the "T" is in Castle Nathria on the map (further waypoints down below). You can get here by taking the "Old Gate" flight path or the "Charred Ramparts". Otherwise if you haven't managed to get either your best bet is to take the "Sanctuary of the Mad" you get during the story campaign and making the long run out there.

Note: I suggest doing [npc=165041] for the quest Eyes of the Master last since you can run straight out of his courtyard and up the stairs to the quest turn in spots.

Once here you will slay [npc=161621] (doesn't matter flying or ground as I had both drop it) where they will drop the following items (probably in this order too):

Once you have obtained all 4 and completed Gothic Fashion and Eyes of the Master you will go to the tower on the bridge (coordinates below) where if you look at the main map you'll see the giant gargoyle statue and the bridge that rights to the right there will be a tower at the end and turn them in.

Description

The Countess knows the fates and goings-on of every noble in Revendreth. It is the best way to keep them in her debt. However, she has a dark secret. Despite what she may say... she was once mortal. We will need to find where she keeps her sinstone. No easy feat, of course. We will need to gather some intel. The venthyr of the Chalice District are constantly gossiping. Collect their letters from the couriers until you learn something of interest.
