It's worth menioning that it is possible to get to exalted status with Tranquillien without doing this repeatable quest even once. There is more than enough reputation from all the other quests in that area.

Only repeat this and the More Spinal Dust quest if you really need the potions. You get more from the vendor for the rotting hearts and the spinal dust than you get for the potions. I think it's a 3s difference, so if you're going to grind for these, just sell them.

Once a high elf town, Tranquillien became abandoned after the Scourge invaded Quel'Thalas. It has now been reclaimed by the Forsaken and the blood elves who seek to rid the Ghostlands of the Scourge.
