In the Northeast (in the Dead Mire) they're called Withered Giants - http://www.wowhead.com/?npc=18124 - and Withered Bog Lords - http://www.wowhead.com/?npc=19402 - and they drop these tendrils about 1 in 5. If you go after these instead of the southwestern Bog Lords, make sure you have this quest - http://www.wowhead.com/?quest=9782 - and then you can work on it plus the next one in the chain - http://www.wowhead.com/?quest=9783 - while you are collecting Tendrils.
This cannot be emphasised enough. I ground a nice stack of tendrils, only to discover I can't use them as I had planned. However, if you find yourself in this situation, try selling them on the AH. Like-minded sporeggar fanatics will snap them up, because the drop rate isn't very merciful on the first quest (Natural Enemies).
