I accepted the quest and tried to enter the Lyceum room, but it was bugged and an invisible wall was stopping me from getting in. I had to log out and log back in and the door appeared for me to open. Hope that helps anyone else.
I really think the quest should give a mace named Maxwell's silver hammer as well.

Description
Emperor Dagran Thaurissan has total control over the city from his throne ahead. If we are to stop his armies, we're going to have to end their emperor's reign. You'll need to get past his personal guard, including the giant Magmus, to reach him. Move as quickly as possible - if word gets out before you finish, the entire city will descend upon his throne. Note that the doors across the Lyceum will only open once you've lit the braziers with torches from the flamekeepers. Good luck.

Inside the dungeon: Blackrock Depths
The smoldering Blackrock Depths are home to the Dark Iron dwarves and their emperor, Dagran Thaurissan. Like his predecessors, he serves under the iron rule of Ragnaros the Firelord, a merciless being summoned into the world centuries ago.
Bosses in the Adventure Guide, in order: High Interrogator Gerstahn, Lord Roccor, Houndmaster Grebmar, Ring of Law, Pyromancer Loregrain, Lord Incendius, Warder Stilgiss, Fineous Darkvire, Bael'Gar, General Angerforge, Golem Lord Argelmach, Hurley Blackbreath.
Entrance: Searing Gorge at 27.6, 72.4.
