TheWoWDBThis quest popped up for me suddenly in Burning Steppes, surprisingly since I was sure I had done every quest in Eastern Kingdom a couple of years back.
I found out the reason it popped up now was that some quests was level-locked, meaning they disappeared once you reached a certain level (in this case I think lvl 61). With the new level squish in Shadowlands, the quest like this became available for max level players.If you want to complete this quest as completionist, make sure to do so before you level beyond lvl 60 in upcoming expansions, although should be possible to complete with Party Sync feature.

Description
The Warchief has requested that any able-bodied adventurer head to Blackrock Depths, west of Flame Crest, immediately! The Dark Iron dwarves have already attacked Alliance-held Redridge, and if left unchecked, may soon threaten our few Horde footholds in southern Azeroth. If you so choose, head to Blackrock Depths and speak with High Executioner Nuzrak, who is reforming the Kargath Expeditionary Force to finish off the Dark Irons once and for all.
Getting there
Inside the dungeon: Blackrock Depths
The smoldering Blackrock Depths are home to the Dark Iron dwarves and their emperor, Dagran Thaurissan. Like his predecessors, he serves under the iron rule of Ragnaros the Firelord, a merciless being summoned into the world centuries ago.
