Before being able to recruit Mulverick as a follower, you need to complete the Wor'gol quest chain which starts in your garrison (take the Frostwolf Rylak next to the flight master to fly to Wor'gol). The intro quest for this is given by Farseer Drek'Thar and the Quest ID is Den of Wolves, this will shortly unlock the Bladespire Citadel as the fortress of the Frostwolves. Only after that, you can do the quest to recruit Mulverick as a garrison follower.
Might be interesting for the ones that are not interested in the quests and progress but still want to recruit Mulverick for the Alchemy Lab in the garrison.
