Slavemaster Turgall within the Soostained Mines will certainly have the key to this cage.
While you're in there, do you think you could see which of those spineless taskmasters took my axes?

The entrance to the mine is at 29.64, 41.84 on the Draenor/Frostfire Ridge map all the way down on the "ground floor".
Here's a screenshot to demonstrate where the cave entrance is in respect to the quest-giver. Two other screenshots to show what the area around the mouth of the cave looks like here and here.
Once inside, the ogre who drops your key (Turgall) is at the top of the ramp.
The mine entrance is at 29, 41. Once inside I recommend heading down the left tunnel first, killing taskmasters on the way to try and get Mulv's axes. Keep on heading up and around to find Turgall. Kill him, loot the key, keep on running off and over the edge; if you've got the axes by now, great go turn them in, if not keep killing taskmasters until you do, then turn it in.
