I'm having the exact same issue - accept the quest, jump into the shredder, hit '1' repeatedly, it says I've completed it, but I can't turn it in.
Edit - one of my addons (carbonite or dominoes I'm guessing) monkeyed with the quest tracker layout - once I disabled addons, I got this: http://imgur.com/v0oKO.jpg

I can confirm this worked for me. I use Dominos as well but it was simpler to just log out and disable all then log back in. I wonder why that quest does that. Seems strange that Blizzard would suddenly alter a quest to add that extra button to turn in.

Description
