Necessary Roughness is a quest for level 1-20 in Kezan. It is step 15 of 29 in the Bilgewater Port storyline. It rewards 1 reputation reward, 2,750 experience and money.
We're down to our last shredder. While no one was looking, I loaded it up with, shall we say, modified footbombs.
Kid, I need you to get in that shredder and give 'em heck!

I'm having the exact same issue - accept the quest, jump into the shredder, hit '1' repeatedly, it says I've completed it, but I can't turn it in.
Edit - one of my addons (carbonite or dominoes I'm guessing) monkeyed with the quest tracker layout - once I disabled addons, I got this: http://imgur.com/v0oKO.jpg
... click the button to turn in the quest.
The GM said it was a known problem and they would fix it soon :-)
Just disable all addons for now ;-)It works for me :-D
I can confirm this worked for me. I use Dominos as well but it was simpler to just log out and disable all then log back in. I wonder why that quest does that. Seems strange that Blizzard would suddenly alter a quest to add that extra button to turn in.

Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

My guys are all on the injured roster! Our shredders are all kaput! The ref is about to call the game! It's down to the wire and I need you, <name>!!! Let's get one of these shredders in working condition. There are replacement parts all over Bilgewater Port.

It's all up to you, kid. You demolished the Steamwheedle Sharks, so now all that's left to do is to kick the winning goal. Now, just between you and me, I think we should do this one right. I don't want you to just kick a goal...
Bilgewater Port has 29 steps, from Taking Care of Business to Life Savings.
