With patch 6.1, if you are using the Chauffeur mount, the NPCs will not give you the quest items because you are mounted. Took me a while to realize why it wasn't working.

Description
A new outfit? You don't say! There's quite a buzz surrounding your party. Everyone who's anyone on the island is going to be there. Well, happy shopping. Swindle Street has some of the best bargains anywhere!
