This is on the same terrace that houses the outdoor raid boss Nalak, BUT, you do not have to use the same access route when you're trying to get to Nalak.
There is a break in the wall on the right of the terrace and you can just walk in where the path meets the wall on the map. Sneak or fight your way past a few mobs and the quest turn-in is hidden in a beam of light/mana field (as posted by others).
My quest marker told me Daelin was at 61, 52 but I located him at 51, 47. This is on top of the terrace above the Shado-Pan cave in Bleak Hollow, next to the small fall.

We have accomplished much since arriving here, but now is not the time to rest. Your efforts have helped us breach the upper level of the Thunder King's stronghold. Now, I call on you to continue our campaign. Report to Scout Captain Daelin within Conqueror's Terrace. He will have further orders for you.
