I suppose since Eleena is in stealth you're not supposed to just randomly stumble upon her.
Here's how you can find her and get this quest from her:


  2. You have to do Operation: Surprise Party (this quest is the finale of a series that begins with Taking the Fight to Nagrand)

  4. The quest you need now is Mo'mor Might Know from Rangari Ogir

  6. Then you do Shields Down! given by Vindicator Mo'mor

  8. Next up is A Choice to Make from Thaelin Darkanvil

  10. And finally Trouble at the Overwatch from Hansel Heavyhands

With Trouble at the Overwatch you arrive at Eleena, finish the quest and then you'll be able to pick up Obliterating Ogres

Description

With actual ogre mages present, the Highmaul have been increasing patrols and aggression. Thinning their ranks will go a long way to deterring the Highmaul from making a comeback in Nagrand. Head up to my sister Mirana afterwards, she should have more news.
