If you are getting an error where there is only an 'attack' option and no 'pick' option on them, you've already 'picked' that one. You have to move to a different area and 'pick' unique ones, you can't wait on respawns.

Just Southeast of the quest giver is a field of these little guys following their moms in a train. You can grab one per "train". I found most of mine here. There are also individual ones sitting around water pools west of Stonecrag Gorge, as another user pointed out.
I found a lot of these, enough to do the quest twice over, over by Oshu'gun and the water around it.

Description
That's better, but there's still something wrong. I'm getting desperate here, {name}. Can I call ya, {name}? Great. Look, I think I have it now. I know what's wrong. They miss their babies. Yeah! When they first came here, the, uh... the bastard hunters that... abandoned them said they left the babies behind. If we're going to save them from a life of misery, if we're going to save those babies, <under his breath> and turn a tidy profit, we've got to get them some new babies!
