This quest is a breadcrumb quest to [quest=90845] (Questline [storyline=6014]), and if you can't see the NPC [npc=244490] to offer this (even though the marker is on your map) at The Howling Ridge:
YOU CAN SKIP THIS QUEST, and just go directly to the NPC [npc=244499] at Ethereum Overcroft ( /way #2405 44.6 68.6 Kifaan at Ethereum Overcroft ).Skipping this breadcrumb quest will still make the questline to count towards Sojourner of Voidstorm (it did at least for me).

I was able to pick this breadcrumb quest on my main who had completed the main campaign fully, but on my alt, who hasn't done the main campaign, I am not able to see the NPC to pick the quest at the Howling Ridge.
BUT on my alt I was able to just go directly to Ethereum Overcroft and pick the next quest [quest=90845] just fine and I completed the questline on the said alt and it counted towards the achievement, and the breadcrumb quest was also removed from my map.

If you don’t see the NPC who gives the quest, just complete one or two main story quests and the NPC should appear. At least that’s how it worked for me.
P.S: The problem is that the main storyline overlaps with certain side quests, causing phase conflicts that may result in an NPC disappearing. To restore them, you need to progress through the quests until the NPC layout returns to its default state. Basically, if you were sent to the first zone, just complete a few main story quests
found him at 44.7, 68.6 ... partially did the campaign but gave up, then found him anyway later.
