TheWoWDBIt's not bugged, but it's poorly documented in the quest text. (Please...)
Quest that gets you inside is Zskera Vault: Az. To get these quests, simply complete the other available shielded quests you have and you will be brought back to the front of the vault. By then, hopefully you will have a key.
If not, keys can be found from rares and mobs on the isle. Just farm rares and you'll get one quickly.
Once inside, you can do the quest.

why the heck has no one said/posted on here that you also have to do the quests at Ruby Life Pools with the dwarf dude sitting on the side overlook to even be able to see Voraxian, i mean my god that should have been mentioned long before now, i have been driving myself crazy trying to figure this out as to why i couldn't see him until i just gave up on it and so was doing the waking shores story line for completion purposes on second and third toon and seen i hadn't finished all the dwarf dude's quests there even on first toon i had quested on in DF so done them for completion purposes as well and also cuz he was mentioned alongside Voraxian's name in some article so thought maybe they are somehow intertwined and so after doing the quests with dwarf dude (Veritistrasz) "Stay Awhile" ----> "Memories" ----> "Collect Partially Destroyed Diary" ----> "Memories Revived" on first toon i then went to check at Zskera Vaults to see if could then see Voraxian and i could on that one, on a second toon only done "Stay Awhile" then "Memories" and on that toon could then see Voraxian at the Vaults so this info should have been included on this page LOOOOONG before now so people know what exactly all else would be needed to access Voraxian because its not JUST stuff in Forbidden Reach only
