TheWoWDBIf you cant find Anji Autumnlight at the Golden Pagoda like your maps suggests, fly west to to the Ruins of Guo-Lai. A new question mark will appear on your map showing you where she actually is. She's standing in front of a tent in the ruins. Coords 33, 38.
It is a phasing issue that's messing up the map markers - no worries.

For handing this quest in, Anji is in Ruins of Guo-Lai, at 34,38. So not in the Golden Pagoda as your world map suggests.
I found that if you can't find the Shao-Tien Precursors, any Mogu named "Shao-Tien Something" counts for this quest, even though it isn't marked as such.

Description
We'd been briefed on mogu sightings in the Vale, but the situation is worse than we had anticipated. Scouts are swarming all over the ruins to the northwest, gathering intel and stealing treasures. Your objective is clear - dispatch of any scouts you see. An army cannot move if we take out its eyes.
