I suggest telling the players not to kill them when you're the same action and /slap them when they're from the opposing side.
I also suggest nominating this for the worst designed quest in WoW.

Might be worth mentioning even on my high pop server, I was able to find tons of buckets at the well at 37, 73. Hope this helps you guys at least stock up on buckets when you fight for tagging the fires :)
There's a well NE of the main town behind a house up on the hill. It has 7-8 buckets spawning around it constantly, more than enough to complete the quest.
