If you arrive at Hatred's Vice and there are no NPC's, you likely haven't completed the Jung Duk questline. I spent an hour reloading my UI, disabling add ons and and filing a ticket before I figured this out.
It's too bad the undead forces are gone now otherwise Blizzard might've been able to do some sort of "Burning-bodies-so-the-others-don't-take-them" reference. You know, to keep with the Shado'pan || Night's Watch parallel.

What to do
Description
If we are to make camp here, we cannot leave all of these yaungol bodies lying to rot. Take this torch and set fire to the villagers' corpses. The incense from the torch should purify the earth and air around them as well. Even our enemies deserve to be laid to rest.
