I've done this quest twice now. Both times I missed talking to NPC in city before doing dungeon. Whoever designed this piece of crap quest. There's never been a dungeon quest before that first required you to talk to an NPC outsid the dungeon.
So annoying and counterintuitive! Do this dungeon which is right behind me...but actually you need to go talk to somebody somewhere else first! Most tedious dungeon to have to do twice just for one quest!

Description
I fear that the Prioress may be behind our missing dead-- and our missing baron. Sybaestan has disappeared as well and I don't believe in coincidences. She and Sybaestan have taken our recent losses hard. I fear what their overwhelming grief might be doing to their souls. We must confront them and bring them back to sanity... If we can. Tell General Steelstrike what you have learned. We might need her backup. I'll be waiting for you here.
