TheWoWDBI had to fly out of that general area and fly back into it to find the npc. The first time he phased out of existence just as I landed near him, so I turned around and did it again but rushed in with all my vigor boosts, and it worked, then once I handed in the quest he stayed.

Finished the quest and ran to turn it in but questgiver is gone?
None of the staves drop from mobs. Most are just laying around on the ground AND look for big blue weapons racks. Note that your NPC chaperone will go off and pick fights with nearby mobs who'll give you damage while you're out making a wowhead comment.

Description
