If you are here looking for Info why the NPC is not standing where he should be standing, its because you used RestedXP leveling guide and didnt accept this quest as a follow up to Dreaded Dreadfang.
Solution: You can either wait for Blizzard to fix this or you can invite a lvl 70 friend, get him to come to Hallowfall, start Party Sync and go pick up this quest: The Brothers Braunpyke - this is the starting point which leads you here, after accepting and finishing "Go to the Priory" you can leave the party sync and group and continue to finish this questline normaly.
After also getting "stuck" on this quest, i found Sir Theleon Braunpyke at 31,55 coordinates.
Here i was able to accept the Go to the Priory questline.
