TheWoWDBI ran around my garrison for a while before it dawned on me that this little thing did NOT go on the gigantic panels outside, but in the garrison town hall. In the level 3 hall, enter and look to the left. You'll see a clickable item on a shelf. Clicking it completes this quest.

As indicated above, this requires level 100 to accept. You can solve [spell=168314] and, if you're lucky, obtain [item=114209] before that, but it'll sit in your bags 'till you hit 100.
I had some trouble finding this so, for alliance:
In your level 3 garrison, enter the Town Hall, go through the first room then follow the corridor to the right.
Inside the display room, there are several shelves, where a light yellow and clickable item should be visible!
