Did a Faction change and had to redo this quest. I was full on troops though and I didnt have any missions to send them on at first. Waited a day and missions showed up for me. Just putting this here in case someone runs into the same problm I did

If you aren't able to click "recruit troops", you might be full on troops already. You can confirm this if it says "0 recruits remaining" at the top of the window. The only way I've found to get rid of existing troops is to send them on missions and have them die.

Description

The resources you gather can be used to recruit new troops for the war effort. Return to me periodically to issue new recruitment orders for your missions. If you have available resources, you should use them now to issue your first recruitment order. The war effort rages on even as we speak. We have need of fresh recruits.
