TheWoWDBThe chest that starts the quest is located on the balcony/terrace of a large coral structure around coordinates 44,22. If you're on the path at the question mark, the structure is directly above you at the top of a little side-path that starts from the southern fork. Several mobs inside the building - 5 or 6 normal ones and an elite (Azsh'ari Stormsurger). The reinforced cache key you need can drop off any of the Naga mobs in the area around the building (Zanj'ir Terrace).
Not sure what the drop rate is, but in my case I got it after around 20 kills or so.

If you're looking around on the land bridge, you're looking too low. If you're looking down in the water, you're way too low.
Go to the south end of the land bridge, where three paths come together. Take the little slightly-worn side path up the hill at 44, 27.
When you get up to the building, it is possible to get on the rear terrace without fighting through the mobs at the door and inside the building. Just jump up on the reef outcropping to the right of the door then head around the edge. Skirting the outside of the terrace you can reach the chest without aggroing anything. Grab the quest then start yer naga killin'.
The Zan'jir Myrmidon or Trappers in the area have the key

Description
<The heavily reinforced chest is of naga construction and appears to be reinforced with a heavy-duty lock of some kind. Reinforcement aside, the cache still requires a key to unlock. The key is most likely being held by one of the nearby naga soldiers.>
