For Rellen, the Learned there is a torch on the ground just to the left of [npc=190949], interact with this to get a pop up action button (make sure to go into edit mode and move your pop up action bar if it is hidden behind something). Next there will be a spear on the ground to the right of [npc=190949] you must interact with and then use the pop up action button. After that there is a bow on the ground next to the spear, do the same and the quest will complete.
Turn in quest to 190164 at /way 41.6 56.7
There are two entrances, be careful to use right one as both areas overlaps and wrong entrance shows quest area as well.
