My light bulb moment with this quest.
I couldn't figure why i wasn't getting this daily.
Check your quest log like i did. I still had a daily in my quest log for another fishing hole that for some reason i never finished.
Once I dropped that daily, the "Predator Control" daily quest came available for me.I hope this helps someone.
To unlock this fishing hole, you will need to craft [item=199694] with [npc=195935].

Description
Greetings friend! I've been looking for a good place to set up fishing nets around here, but it seems like the population of waddlers around here is too dense - they're eating away most of the juvenile fish before they get a chance to mature. I've made some effigies to scare at least some of those ravenous birds away. This will help us sustain the abundance of fish across the Dragonsprings. Can you help me set those up?
