If you check your minimap you can see that there are two small areas where these spawn. If you cross the water to the first area, carry on through and across the next bit of water you will find more there. After the first couple of houses there are 3 all in a row. Took me about 10 mins to collect all 8!
If you can't loot some of them, try leaving the area and go back. Or you need to wait until other supplies spawn but some of them might even be bugged as well.
