To collect this schematic you need to kill [npc=178803] mobs until it drops. Chance seems to be low (Killed 11 to get the schematic).
There are two spots you can find those bufonids within - Dimensional Falls and Sepulcher of The First Ones isle.
After bringing the schematic to Protoform Repository you will learn how to create [item=187683] mount.
