After reading the comments on here, and spending over half an hour trying to find the hint, I abandoned the quest and then reacquired it to reset the spawn points. Finally, I found the hint after my twelfth try. Then, after the quest was over, I had mail and went to my mailbox to check what it was. Turns out the Postmaster sent me a number of trash and quest clues because when I clicked on the initial quest clues, they got "lost in the nether." So I spent over thirty minutes doing this hellish quest for nothing.

So this quest appears to be a bit bugged right now.

When i was looting the debris piles, sometimes no loot window would pop.

Not realy thinking about i just kept going, having to abandon the quest and pick it up again, before i finaly got the item.

Saw later that i had mail in game, so i checked it. In the mail was trash from this quest and two of the quest item.

So if you do this quest and don't get the item from any of the piles, check you mail. the quest item might be there.

Doing this in remix. Had to turn off auto loot and drop and pick up a few times. Being in combat bugs out the looting so make sure you aren't when you try and loot it. Many of the debris I looted just had nothing. Just keep trying.

Description

The kvaldir exist to spite Odyn, and it is here their spiteful work is done. They rob the souls of the living - the souls not yet judged - thus robbing Odyn of his champions. They bring them here to transport to Helya, though the mists obscure any indications of how. You seem to fare the mists well. Perhaps if you search the wreckage in the bay, the answer may present itself. You outsiders seem to have a knack for uncovering the most hidden of secrets.

    Many of the Kvaldir here in the bay are former denizens of this harbor, cursed by the sea-witch Helya to do her bidding for all time. The ones you read about, they still walk the stagnant waters. They could be given respite, should a kind soul bring it to them at the tip of a blade.
