Just giving some further clarification so people don't waste their time or get confused. The quest shows up as taking place in the Vortex Pinnacle (at least it did for me), and I wasted time looking around in there for it.
Do not go there, it is a waste of time. All you need to do is talk to the quest giver in your class hall again and place an order for the seal for 25 resources.
Like Leobolin already mentioned, if you already purchased 3 seals for the week, you will not be able to place an order until the following week.
