Seems like you can also get progress for Tormentors of Torghast, but unsure of percentage as I haven't tested yet.[7/6/2021 update]: I discovered that Fleshwing (Korthia rare) gave me credit towards quest completion even though I already killed it once today. Although you will get no valuable loot obviously, I can confirm that subsequent kills of the same rare do count towards completion. It's safe to assume that it works for most, if not all, Korthia rares. This probably isn't intended and may be fixed later.

Because no one has said anything about it, it appears you are able to receive this quest only after completing "Focusing the Eye", the third part of the Chains of Domination storyline. At least, I wasn't able to even see the weekly quest available until doing so.
Weekly ven'ari quests also give credit. Unknown how much (sorry) because I turned one in at 95% and it completed it, so at a minimum its 5%
