I could not find the Shackle Undead spell in my spellbook. I found it on my talent tree (I had to shift talents around to use it as an option). Nov. 2022.

In Legion Remix (or, I'm guessing, War Within running old content), the talent you need, [spell=9484], is in the middle column, 4th row down. Requires level 16 to reach, which you likely did before getting this quest.
Unlike every other class quest I've done, you don't seem to have a quest-specific version that autocasts for you, so you'll need to actually switch talents around if you don't already have this.

[spell=9484]Then run up to a [npc=116982], cast [spell=9484], use your [item=143718], repeat 3 more times. You do not need to be out of combat, and enemies didn't seem to be interrupting me. So I just ran straight at the zombies while ignoring everything else, then cleared the area once I was finished so I could mount up and fly away.
Don't forget to re-adjust your talents, if needed.
Use first Shackle Undead on them and after that quest item.

Description
This fel contagion appears to have three stages. The first is marked by a persistent, phlegmy cough. The second shows the skin turning a sickly shade of green. The third involves a complete transformation where the victim turns into a mindless corpse. It is within this stage that I believe the most information about the sickness can be gathered. I have a contraption that can safely store the specimens, but they will need to be shackled before they can be collected.
