Since the quest gives exactly zero guidance...
For one, the listed zone as of this posting is incorrect. It seems you're supposed to be looking in the same zone as the Dreamsurge is occurring (right now, Waking Shores).
For two: this is a flying thing. Cruise around the zone on your dragonriding mount and you'll see bright green orbs, often under rock arches and stuff. Just fly through them to collect them.
Edit: Also found in green-white "plant" nodes called Dreaming Growth you can find on the ground. They are not restricted to herbalists, but only level 70 can interact with them.
Update now that I know some more about it: Dreamsurge Coalescence comes from most activities in the zone. It drops as loot from kills, for example. But there is still some confusion: There is only this quest given each week in the Dreamsurge-affected zone. However, you must complete it in the zone where you picked it up. If you're not done by the weekly reset, you'll either have to wait a few weeks for it to be in the "right" zone again, or drop whatever progress you had and pick it up fresh in the new zone.

The addon Vignette Announcer (not mine, all credits to author) puts clickable coordinates in chat to create a waypoint to the empowered rare once it's announced. So convenient.- Recommended: Kill the boss from the fire portal that pops up in the Dreamsurge zone every 30 minutes. You will see a fire portal icon appear on the zone map at the top of the hour and 30 min after the hour. This gives 39 [item=207026], making it the most profitable.

With TWW expansion, this quest still exists and can be turned in, but it no longer offers any rewards. It seems to be on the Warband system where it can only be completed 1x.

Description
The Emerald Dream is thrumming with energies not felt in ages. Some of that energy is even slipping through the barrier between the dream and Azeroth, coalescing into a glimmering, pollen-like powder. Gather as much as you can. This is not like any event we have seen before!
Where to go
