TheWoWDBAt this moment in time you can activate all three Deals at the same time.
When the Deal buffs are active you can find the corresponding Cyphers ([item=249711], [item=249712], [item=249710]) in various parts of the Manaforge Omega raid.
These can be obtained by doing the first two wings of LFR.
First wing (Might of the Shadowguard, requires Cartel Ba Deal)
After defeating Plexus Sentinel and the mini boss after it, take a right. The first Cypher is on the left side of the teleporter.Second wing (Monsters of the Sands, requires Cartel Zo and/or Cartel Om Deal)
Right at the start of the second wing before you take the teleport (again on the right side) across Mana-Vent Aphis, jump on the pipe and run over the top across the Vent.
You need to wiggle around one obstruction to get to the Zo Cypher. Just be careful and don't fall off ;).At the end of the second wing after you have defeated Fractillus run directly north into and through the building (take the north exit). Here, directly in front of the exit are some loose rocks where you will find the Om Cypher.
When you have all these Cyphers the above quest will pop up from one of the NPCs outside the raid.
