The Smoldering Sprout begins the process of getting the [item=210774] / Ochre Dreamtalon.
It can be found at /way #2200 48.68, 67.90
When you interact with it, and put out the flames, it turns into the [npc=209468]
You'll interact with it one more time to brush it off, at which point it will turn into the [npc=209292], and the first quest, Some Water..., will pop up. This will send you to Professor Ash (maybe a reference to Professor Oak / Ash Ketchum?) in Amirdrassil at /way #2200 49.59, 62.81
It has a 'staggered' progression, so you can't finish the chain all in one go.
