Subtle Encouragement is a Horde-only quest for level 32-35 in Isle of Thunder. It rewards 1 reputation reward, 4,800 experience and money.
The saurok are vile, but we share an enemy: the mogu. And I'd rather send saurok to kill mogu than send my own men.
We've been collecting mogu weaponry. Bury these polearms into the skulls of the saurok. Feed our enemies' rivalry, and you may save Horde lives.

When you target the Saurok corpse that has the hunter's mark above it, you will get a special action button to plant the mogu weapon. (Posted this for those like myself who spent twenty minutes digging through their bags for something I thought would have been handed to me by the quest giver. haha)
You won't see the extra button unless the target is tagged by you.
I had trouble with this quest today, the spear didn't appear when I killed the mobs and moved close to them.
I tried dropping the quest and retake it, that didn't work.
But a simple relog did, hope this helps someone who has the same problem.
