I found them standing on the tops of the hills around the quest hub camp, seemed to be the closest hills all around it. Took a while for them to show up at all, and I was the only player there. They don't make the "stealthed mob/player" sound when you get near them either.
This quest becomes available after you've completed Iron Horde Invasion and don't have Warlords of Draenor: The Dark Portal in your questlog.
