This is NOT a profession quest, and anyone can complete it, as people who are not skinners can buy the item off the auction house.
Depending on the price, though, 40 Stormscales may not warrant the 75 (non-human) rep reward.
I was able to turn this quest in as a non-skinner by buying Stormscales off of the auction house.
I was working this world quest with my Warrior, which does not have skinning. My demon hunter does, however, so I got the scales with that char then mailed them to my warrior. Problem solved, no need to buy on the AH (which is not worth it).
